Letter and Intent

Letter and Intent is where a Contractor can obey the letter of the requirement while ignoring the intent. An example from another FPS:

The computer stations shall incorporate a high resolution display screen to display information.

The Contractor may choose to operate the high resolution display screen at low resolution to limit processing load. The requirement does not preclude this – it says "incorporate", not "operate" or "use" - it can be a problem with any equipment which has a discrete spectrum of capability.
