Grounded structure is realised, visible structure, in comparison with procedures on a stack. The advantage of grounded structure is that it assumes no sequence, as stacked procedures do. Not all structure needs to last forever, so some grounded structure can be created and destroyed. See diffuse operators as a form of grounded structure that is evanescent.
Active Maps are not grounded structure - the map can see everything else, but nothing else can see the map.
